Could you split them half in half so at least everyone would know a couple of people in the same apartment. You never know with a raffle system, you could end up with one person in with a group that all know each other and I think that would be unfair. Id find it a bit awkward to be thrown in with a group of strangers and all my friends in the other apartment.
